Accomplishments
Terry Howell – Calhoun County Commissioner
“We, Not Me”
I believe that meaningful progress happens when people work together. My approach to public service has always been guided by the principle of “We, Not Me.” During my time serving on the Calhoun County Commission, I have worked alongside fellow commissioners, county leaders, and community members to improve infrastructure, strengthen services, and support projects that benefit residents across the county.
Infrastructure & Community Improvements
I helped secure ARPA funding to extend water service along Clark Road so residents in that area could gain access to reliable water infrastructure. I also supported renovations at the Alexandria Tag Office and Community Center, including a new roof and remodeling of the kitchen and event space using ARPA funds.
I was part of the decision-making process for approximately $22 million in ARPA funding investments that benefited communities throughout Calhoun County. I also worked with the Calhoun County Sheriff’s Office and the County Commission to support CAT Team initiatives designed to strengthen public safety.
In addition, I supported water main replacement projects, including upgrades replacing aging infrastructure with an 8-inch water main across approximately 1.5 miles of service area.
Transportation & Public Works
Transportation and road improvements are essential for safe travel and continued growth in our communities. During my time in office, I helped support the completion of the Mahlep Lane road and water project, which had been on the books for years before finally being completed.
The McClellan Road Bridge project was also completed, improving safety and transportation access in that area. Work is currently in progress on the Alexandria–Wellington Bridge project, and the 64th Street Bridge project is currently in development.
Voting Access Improvements
Ensuring voters have convenient and accessible polling locations has also been a priority. I supported relocating the Saks voting location from Saks High School to “The Rock” at Hillcrest Baptist Church. I also supported moving the Weaver voting location from Weaver Methodist Church to the Weaver Community Center to better serve local voters.
Community Facilities & Recreation
I have supported improvements that strengthen recreational and community spaces throughout the county. These efforts include Webster Chapel playground renovations scheduled for completion in 2026, Alexandria walking track and drainage improvements, and drainage improvements for Saks Youth Baseball.
I also helped secure funding for improvements to the Alexandria High School baseball field, including upgrades to the backstop.
Public Services & County Operations
Public safety and efficient county services are critical to the well-being of our residents. I participated in evaluating Calhoun County Sheriff’s Office deputy pay and supported increases aimed at improving retention and strengthening our public safety workforce.
I also supported restoring operations of the county recycling baler after its relocation to the landfill site, allowing cardboard and plastic recycling operations to resume.
Another initiative I supported was the push to establish a halfway house program that helps individuals transition back into productive and successful lives.
I also worked to support major improvements at the Calhoun County Ag Center, including facility cleanup and repairs, Do improvements to the restroom trailer, parking lot striping with accessible parking improvements, and new interior and exterior lighting. The Ag Center is now part of a $5.1 million capital improvement plan.
Community Engagement
Staying engaged with residents and businesses across the county has always been important to me. I attend numerous ribbon cuttings and community events throughout Calhoun County to support local businesses and economic development.
I also participate in annual “State of the County” events where information and updates are shared with residents, businesses, industry leaders, and community partners. In addition, I regularly work with leaders and officials from neighboring counties including Talladega and Etowah.
Animal Welfare Initiatives
I have also supported planning efforts for a new animal control facility on McClellan, including property acquisition and planning for a facility estimated at approximately $2 million.
Memberships & Leadership
I currently serve as chairman of The Right Place in Anniston, Alabama, a nonprofit organization focused on housing stability and community support services.
I am also a member of Cornerstone Worship Center. In addition, I am an active member of the Association of County Commissions of Alabama (ACCA) and the National Association of Counties (NACo), The Jacksonville Exchange Club, and the local Republican Party. I am a strong supporter of ALEAF and the FOP Lodge.
